Both ends are USB-A plugs, so it's for a device with a USB-A socket, not a USB-C one.
It's USB 2.0, fine for power and small files. For offloading footage, take the USB-A to USB-A 3.0 cable.
For a USB-C laptop, add our USB-A to USB-C adapter.
